Some people are saying the painted finish on the bottom of the reflecting pool is not a liner that could be “cut”… it is probably more like a polyurethane finish that would need to be properly prepped and then properly cured… it appears that it was hurriedly done and proper procedure was ignored and or sidestepped altogether… with this administration can’t imagine how that could happen… bigly!
